The scientific case for man-made global warming has been seriously damaged by shoddy science and political interference, as evidenced by the recent Climategate scandal. As the science behind anthropomorphic climate change is undermined, the future of national cap-and-trade and other “green” legislation is uncertain.

Energy issues are particularly critical to the economic future of a manufacturing state like Michigan. This panel of experts will discuss: whether green jobs are an engine for growth or a further drain on the economy; the impact federal cap-and-trade legislation would have on Michigan’s households and businesses; and what energy policies Michigan should adopt to encourage job creation.

Paul Chesser, special correspondent at the Heartland Institute and director of Climate Strategies Watch, is considered a top authority on climate change policy development at the state level. Shikha Dalmia, senior policy analyst at the Reason Foundation, has written on environmental and other policies for Forbes, Reason magazine, The Wall Street Journal, The Washington Post and numerous other publications. Henry Payne, editorial writer and cartoonist for The Detroit News, writes regularly on climate science and energy policies in the pages of the News and at National Review Online. The panel will be moderated by Russ Harding, senior environmental policy analyst at the Mackinac Center and former director of the Michigan Department of Environmental Quality.

The luncheon begins at noon. To make reservations, please call the Mackinac Center at 989-631-0900 by 5 p.m. on March 12, 2010.

The residents of Michigan are reeling after the latest round of the deepest and most painful budget cuts yet. Michigan’s
fiscal mess, being felt in every corner of the state, stems from more than just tough economic times. Plummeting revenues, a
sorely out-of-date tax structure, poorly thought-out tax cuts and the massive decline in the auto
industry have all contributed to the state’s current situation.

This Forum will feature a distinguished panel of presenters who will provide an overview of
Michigan’s current fiscal situation and tax structure, suggest proposals to address the fiscal crisis and
discuss how Michigan can recover and move forward.

PRESENTERS
Charley Ballard, Professor of Economics at Michigan State University
Mitch Bean, Director of the Michigan House Fiscal Agency
Dave Hollister, President & CEO of Prima Civitas Foundation
